Moses Mpofu and Mike Chimombe, two Zimbabwean businessmen, are at the center of this unbelievable story. They were found guilty of swindling the Ministry of Agriculture out of a whopping US$7 million. Their con involved securing an $87 million tender for the Presidential Goat Scheme – a program presumably designed to boost the nation's livestock – using a phantom company called Blackdeck. Yes, you read that right, a company that doesn't even exist. They essentially created a fake company to steal millions meant for agricultural development. Since their arrest in June of the previous year, they have been in custody, their every attempt to gain bail and halt the legal proceedings failing.
The High Court Justice Pisirayi Kwenda has scheduled pre-sentencing proceedings for Wednesday, signaling what he called a long-overdue conclusion to their year-and-a-half-long legal battle. This marks a significant step toward justice in this high-profile case.
But the drama didn't stop there. On Monday, in a last-ditch effort to delay the inevitable, Mpofu and Chimombe demanded a written copy of the judgment convicting them. Their argument? They needed it to prepare. Justice Kwenda wasn't buying it. He swiftly dismissed their request, pointing out that he had already delivered the ruling in open court, and their lawyers were expected to have taken notes. He rightfully labeled their demand a delaying tactic, completely devoid of any legal basis. It seems like they were hoping to throw a wrench in the gears of justice, even at this late stage.
And this is the part most people miss: This wasn't just a simple case of fraud; it struck at the heart of a national program designed to improve the livelihoods of farmers. The Presidential Goat Scheme was meant to empower communities and boost agricultural output. "Leave to appeal the ruling at the Supreme Court is dismissed," he declared, making it clear that he would not tolerate any further delays. "My decision is that we move to the pre-sentencing stage, and we should proceed on Wednesday. We should not keep delaying this matter. Let us all come to court on Wednesday prepared for the pre-sentencing procedures."
The case was subsequently adjourned to 1400 hours on November 19, 2025.
